Obviously you wouldn't be getting high before work (although I know there's people that do it anyway) and probably being high in public would fall under the same sort of rules as public drunkness. I don't imagine it being a whole lot different from the way things are now, except like you said, the government would profit off of it, and we'd free up a good amount of police officer's time and resources. There is certainly no risk of marijuana driving deaths, I really seriously doubt doctors will smoke out before work.
